Position Description

This position is for the MOMENTUM Integrated Health Resilience Project (MIHR) in Mali, implemented by JSI Research & Training Institute, Inc., with IMA World Health, GOAL USA Fund, Pathfinder International, and CARE.

The Senior Monitoring, Evaluation, and Learning (MEL) Advisor for Mali MIHR will work in close collaboration with the Chief of Party (COP) to ensure monitoring and evaluation (M&E), project collaboration, learning, and adapting (CLA), and research strategies are sound and support the results and goals of the MIHR project in Northern Mali. Project activities will take place in Gao and Timbuktu. In collaboration with MERL MIHR core/HQ team and technical staff, s/he will monitor program results and be responsible for the quality and accuracy of technical results and reporting. The position will be based in Bamako, Mali and will report to the COP, with guidance from MERL core/HQ. This position is contingent upon funder approval of key personnel and availability of funds.

Key Responsibilities

  • Lead the design and implementation of the project’s MEL activities, including 1) the development and updates of the project’s Activity MEL Plan; 2) development and monitoring of project indicators; 3) implementation of baseline and ongoing project monitoring studies; 4) oversight of data collection and analysis; 5) synthesis of data and study outcome reports; and 6) quality assurance and auditing of data
  • Lead the design and implementation of the project’s assessment and evaluation activities, which may include performance evaluations, surveys, formative research, qualitative studies, and rapid/special studies
  • Oversee the dissemination of information on successful and promising approaches, lessons learned, and other project results to local, national, and regional-level intergovernmental bodies, donors, partners and other stakeholders
  • Supervise and coordinate the work of other MIHR MEL staff in Mali
  • Strengthen capacity of MEL MOH and NGO counterparts
  • Promote forums that facilitate collaboration, learning, and action because of this information
  • Ensure that data from the project is collected, analyzed and used among stakeholders for learning and policy development and on-going course correcting
  • Build capacity of staff and partners in MEL, data collection and management, and research and learning methods
  • Coordinate all research with MIHR core/HQ and ensure research implementation adheres protocols and human subject protection
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence
  • Deliver presentations at professional meetings and conferences


  • Education:
    • Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field
  • Experience:
    • Seven years’ senior-level experience in M&E and research related to large scale MNCH/FP/RH programs
    • Strong experience in use of qualitative and quantitative research methodologies
    • Strong experience in developing, implementing, and disseminating a learning agenda
    • Demonstrated experience in target setting and reporting against USG health initiatives
    • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, use of secondary data, behavioral surveillance surveys, etc.
    • Experience conducting quantitative/statistical and qualitative data analysis, sampling methods
    • Experience developing and implementing project monitoring systems in Mali, with preference for the Gao and Timbuktu regions
    • Experience monitoring projects, including setting indicators and tracking indicators against set targets; experience with USAID funded projects desirable
    • Experience in assuring data quality and/or conducting data quality assurance (DQA) reviews
  • Knowledge/skills:
    • Excellent knowledge of data collection protocols for quality data collection and verification
    • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation
    • Knowledge of USG health initiatives and related reporting requirements and funding parameters
    • Proven ability to work as an effective team member
    • Excellent oral and written communication skills in English
    • Ability to work and travel within Mali. The successful candidate will be expected to travel to Gao and Timbuktu.
